Maqsad aniqlangan muammolarni (ilm-fan bilan hamkorlikning zaifligi, tijoratlashtirishning yoʻqligi) bartaraf etuvchi institutsional
modelni asoslashdan iborat. Ekotizim olti aktor — davlat, ilm-fan, sanoat, innovatsion infratuzilma, moliya institutlari
va foydalanuvchilar — oʻrtasidagi ikki tomonlama resurs almashinuvi orqali tavsiflangan. Toshkent davlat transport
universiteti va IT Park Uzbekistan tajribasi misol sifatida koʻrib chiqilgan.
