Abstract

The thesis substantiates the use of competency-based human resource management to improve the work efficiency of professors in higher education institutions of Uzbekistan. The concept of competency and the principles of competency modelling are considered, and the relevance of the approach is linked to the introduction of rating-based funding of universities from 2027. A competency model of a professor comprising five clusters and its application in the main human resource management functions — recruitment, workload allocation, development, assessment and incentives — are proposed.
