Abstract

This thesis examines the mechanisms for improving the use of digital technologies in social protection systems, with a particular focus on artificial intelligence (AI) as an instrument for enhancing efficiency. Drawing on research published between 2024 and 2026 by international organisations, the paper analyses the potential of proactive services and NLP-based chatbot solutions, the associated risks, and mechanisms for their mitigation. A three-stage conceptual framework for AI implementation is proposed: foundational development, expansion and automation, and proactive and cognitive transformation.
