Abstract

This article examines the nature, classification, and mechanisms of economic instruments employed by the state to enhance the competitiveness of private healthcare services. The state’s influence on the private healthcare market is assessed not in terms of direct administrative intervention, but from the perspective of reducing investment costs, expanding access to financial resources, supporting demand through health insurance and public procurement, encouraging technological modernization, and fostering a competitive environment based on service quality. The study systematizes the instruments used to stimulate private healthcare development in Uzbekistan during 2017–2026, including tax and customs incentives, preferential lending, the use of state-owned property, investment support, state health insurance, and public-private partnership mechanisms. The article proposes an original approach to the application of state economic instruments within a sequential framework encompassing “supply stimulation – reduction of investment costs – demand financing – quality enhancement incentives – stabilization of the competitive environment.”
