Abstract

The article examines the improvement of organizational and economic mechanisms for enhancing the efficiency of tourism infrastructure management. The tourism infrastructure is divided into four groups — basic, specialized, supplementary services, and institutional-information groups — with the management levels and sources of financing identified for each group. The study interprets the organizational and economic mechanism as a combination of four interconnected blocks: organizational, economic, legal, and information blocks. On this basis, an integral index consisting of five groups of indicators is proposed to assess the efficiency of infrastructure management. The index enables regions to be compared according to uniform criteria and the activities of responsible organizations to be evaluated based on performance indicators. The article concludes with proposals to establish regional coordination councils, expand public-private partnership and concession arrangements, return tourism fee revenues to the respective regions, and create a unified digital registry and monitoring platform. The proposed mechanism will contribute to increasing the competitiveness of tourism destinations and strengthening the economic returns on investment.
