UNIVERSITET INSON KAPITALINI SHAKLLANTIRISH EKOTIZIMI SIFATIDA: DUNYO VA O‘ZBEKISTONDA TA’LIM SIYOSATINING EVOLYUTSIYASI

Maqolada universitetning sanoatlashishgacha bo‘lgan davrdagi an’anaviy bilim uzatuvchi institutdan bilimlar
iqtisodiyotiga o‘tish va texnologik o‘zgarishlarning jadallashuvi sharoitida inson kapitalini rivojlantirishga yo‘naltirilgan
institutgacha bo‘lgan evolyutsiyasi yoritilgan. Oliy ta’lim muassasasi konsepsiyasining transformatsiyasi zamonaviy ijtimoiy-
iqtisodiy muammolarga moslashishning zarur sharti sifatida asoslangan. Inson kapitali konsepsiyasini ta’lim jarayoni
bilan o‘zaro bog‘liqlikda tahlil qilish ta’lim siyosatining evolyutsiyasini hamda universitetni yagona ta’lim ekotizimi sifatida
modellashtirish zaruratini asoslash imkonini beradi. Mualliflar tomonidan inson kapitalini shakllantirish va rivojlantirish
modeli sifatida taklif etilayotgan Human Capital Ecosystem Model (HCEM) ta’lim muhitining beshta tarkibiy qismini
yagona ekotizimga birlashtiradi: ta’lim, tadqiqot, ijtimoiylashuv, yetakchilik va raqamli muhit. Talabalarning auditoriyadan
tashqari faoliyati ta’lim tajribasini inson kapitaliga aylantirishning ajralmas elementi sifatida qaraladi. O‘zbekistonda oliy
ta’lim evolyutsiyasi tahlil qilinib, asosiy e’tibor oliy ta’limdan foydalanish imkoniyatlarini kengaytirish masalasidan inson
salohiyatini rivojlantirishga siljiyotgani ko‘rsatiladi. Universitet boshqaruvi obyekti ta’lim jarayonini boshqarishdan talabaning
inson kapitalini shakllantirish bo‘yicha yaxlit trayektoriyasini boshqarishga tomon o‘zgarib borayotgani asoslanadi
