Abstract

This study examines strategic management practices in higher education institutions under rapidly changing
regulatory conditions. The expansion of higher education, increasing public accountability, globalization, digital transformation
and international competition have fundamentally changed the governance environment of universities. Using a
conceptual and analytical approach based on contemporary regulatory governance literature, this article investigates how
universities adapt to increasingly complex systems of oversight, competition and meta-regulation. The findings demonstrate
that modern universities are required to balance institutional autonomy with accountability, international competitiveness
and social responsibility. The study proposes reflexive and adaptive governance approaches that enable higher
education institutions to respond strategically to regulatory pressures while maintaining their academic missions and
institutional values.
